Phelps Feeley

Assistant Director of Workforce and Community Relations


As Assistant Director of Workforce and Community Relations at Fort Lewis College, Phelps Feeley leads efforts to strengthen the College’s ties with employers throughout the region's private, public and non-profit sectors, a diversity of community stakeholders, and manages Project RUN, a regional workforce development program delivered in partnership with the La Plata Economic Development Alliance. She brings over 15 years of global experience in workforce development, youth programming, and cross-sector partnership. Before joining FLC, she led multi-country programs across the Caribbean, South and Central Asia, Eastern Europe, and the Middle East, focusing on strengthening governance and service delivery systems and fostering community resilience.

In her role directing the Youth Resilience, Inclusion & Empowerment Program in the Caribbean, Phelps spearheaded upskilling programs for youth-serving social service providers and justice sector professionals; designed and implemented initiatives with more than 40 government agencies; created a wrap-around work-readiness program; developed a reintegration and re-entry program for young adults leaving incarceration; and introduced a suite of community violence interventions. While leading a violence prevention initiative in Central Asia, she led programming focused on reducing risks for youth, migrants and their families and communities historically impacted by systemic inequities. 

Phelps is known for her collaborative approach, strategic thinking, and ability to work in complex and sensitive contexts. Outside of work, she enjoys camping, hiking, and adventuring with her family in Southwest Colorado.
